English Local Authorities Intend to Sell Off Social Clubs and Sports Centres to Balance Books

Based on a recent survey of local authorities, UK councils are planning to offload social clubs, athletic facilities, and shopping arcades as they rely on a rapid disposal of assets to balance the books.

Growing Financial Pressures Prompt Asset Sales

A coalition of councils representing major urban areas in England reported that six out of ten of councils are planning to sell assets to meet the escalating costs of adult and children’s social care.

Councils have previously come under fire for selling public land and land to support their budgets, but they argue they must proceed to raise vital cash from asset sales or declare themselves bankrupt.

This coalition noted that a high proportion of councils seeking to raise money from a quick sale of assets marked “a clear change from 2024, when the majority (six in ten) of local leaders stated they would prioritise service redesigns and utilising savings to weather growing financial challenges.”

Specific Examples of Proposed Sales

Medway Council in Kent announced its property management strategy included the disposal of a retail complex in Rainham and a social club in Rochester to raise 20 million pounds over the next half-decade.

  • A local golf course and commercial properties held in Worcestershire and Suffolk, which all provide rental income for Medway council, will additionally be sold under the strategy.

Local Levy Increases and Broader Financial Strains

The survey of councils in the coalition, which includes Sunderland, Southampton, Gloucester and Salford, also found that over seven in ten of councils will need to raise council taxes next spring to cover the growing cost of essential services, higher levels of homelessness, and a persistent housing shortage.

Medway council explained it will proceed with property disposals after sharp increases in the cost of youth support, support for vulnerable learners, adult social care, and short-term housing.

“We are taking innovative approaches but some of these require time to achieve both better provisions and cost efficiency,” stated Vince Maple.

He continued: “There are demographic pressures which will continue to add to the pressures we have. As a local government body, we had a 91% cut in our central funding from 2010-24, which is very challenging.”

National Trends and Projections

Research of regional authorities recently further found local finances being stretched by the increasing figures of young people and older individuals requiring special educational assistance.

A network of councils said that local shortfalls will hit 4.4 billion pounds a year by 2029, as they grapple to cope with rising needs.

Ministers have put off planned reforms to the Send system until next year after a white paper setting out those changes has been postponed.

Disadvantage and Financial Shortfalls

According to the latest indices of deprivation (IMD) covering UK local authorities, many participating urban areas were among the most disadvantaged in the country.

  • “Participating urban centers like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton rank in the top 30 nationally under the 2025 IMD measures,” noted the report.

“While only one key city is in the top 10 for disadvantaged communities nationally, cities are much more prone to be in the worst-off 20% of the nation. The figures underscores the scale of difficulties confronting local leaders across major urban centers in the next twelve months,” the analysis concluded.

“Local government leaders have been explicit about the necessity for a equitable and lasting funding system that accounts for and addresses the actual extent of deprivation and demand,” stated Michael Mordey.

“Lacking this, local authorities will continue to face difficult decisions around which vital provisions to allocate spend to, and which to reduce, to the detriment of their communities.”

One in five of local authorities have reduced or weakened care services in the last year, the study found.
