The Former President's Progressive Warning Misses The Continent's True Threat: Technological Decline.

Donald Trump's national security strategy offers a misguided assessment of Europe. The document asserts that open-border policies and what it terms "progressive" policies pose an grave threat to European civilization. Yet, this argument is based on a fundamental misreading of the reality. The true danger confronting Europe is not cultural but technological and economic backwardness.

The Stark Economic Divide Separating the US and Europe

The data reveal a sobering contrast. Between 2008 and 2023, American economic output surged by 87%, while a mere thirteen and a half percent increase for the EU. During this time, EU GDP per capita fell from over three-quarters to just half of the US level. Strikingly, even the poorest US state now boasts a greater average income than several leading EU nations like France and Italy.

Currently, roughly half of the world’s top fifty technology firms are American, while only four are from Europe.

The Technological Shortfall: The Core Problem

This widening disparity stems from stronger efficiency gains in the US, largely due to breakthroughs and higher total factor productivity. The landscape of world technology dominance is decidedly US-centric. Over the past fifty years, hundreds of American startups have scaled into enterprises valued at over $10bn, versus just 14 in the European continent.

This gap prompts a pressing issue: As the competition for future industries like semiconductors, AI, and quantum computing, where does the EU stand? Experts widely concede it is largely a contest between two involving the US and China, with European nations entering at a clear handicap.

Root Causes of Europe's Innovation Gap

Several major reasons explain this technological divide.

  • Venture Capital: The United States has a much more robust and more dynamic system for financing new ventures. Europe still lacks a true capital markets union, a factor that limits the growth potential of new firms.
  • Bureaucratic Hurdles: Complex and divided regulation hinder Europe. A American entrepreneur can introduce a product under a single set of laws to access a consumer base of hundreds of millions. The European Union, despite a larger population size, is split among 27 different national regimes, creating significant market obstacles.
  • Cultural Attitudes: Attitudes toward risk-taking vary greatly. In some EU nations, a startup's collapse was once viewed with penalties, whereas in the US, it is often considered a badge of experience.
  • Defense Spending: The United States enjoys a tightly woven innovation pipeline linking defense and academia. Europe's long-term lack of spending in military capabilities has eroded its ability in pioneering research.

A Path Forward: Grounds for Hopefulness

In spite of these challenges, one can find causes for hope. European leaders are increasingly aware of the existential challenge and have started to advance serious reform. Key analyses on EU competitiveness and the single market highlight the need for major changes.

With the right incentives and rule changes, Europe's strengths could support much higher levels of business-led breakthroughs.

The continent still possesses significant strengths: high-quality workforce, excellent education systems, and world-class research institutions. Coupled with a large internal market and high savings rates, these elements have the potential to unleash a surge of investment and entrepreneurship.

Crucially, even if the EU does not become the leader in developing cutting-edge technologies, it can still dramatically increase productivity by adopting and adapting advancements from elsewhere.

An Inflection Point

The European Union now faces a critical crossroads. As the saying goes, economic erosion often happens "gradually and then suddenly". So far, Europe's slide in innovation has been gradual. However, without bold steps to tackle its deep-seated problems, today's slow erosion could give way to a rapid and permanent loss of global economic relevance.
